If you run OOo-Dev_DEV300_m26_Win32Intel_langpack_ja.exe, you will get an
unpacked folder named:

"OOo-dev 3.0 Language Pack (“ú–{Œê) Installation Files"...[1]

As you see, it's garbled.  It should be:

"OOo-dev 3.0 Language Pack (日本語) Installation Files"...[2]

As I changed the folder name from [1] to [2], I could install the langpack.

- this is nsis
- this is true for at least all asian language packs

Converting to utf-16 for unicode nsis should fix this problem.

Fixed by using English language string ("Japanese"). The rest of the
installation path is also in English. Additionally this is only the temporary
unpack directory.
-> "OOo-dev 3.0 Language Pack (Japanese) Installation Files"
or
"OOo-dev 3.0 Language Pack (English, German) Installation Files"
