When opening a file in read-only mode, show a dialog to make the user aware of it

When opening a file in read-only mode, add a dialog to tell the user that the document is opened in read-only mode. Most of my coworkers complain about this. The most common example is that currently, in companies, many times, users share documents through network drives. The issue is that when the document is locked by someone else OOo will just show in the title bar "read-only". It would be more explicit if it displayed a dialog telling that the document is opened in read-only.
I am finding that many files in OO 3.0, users are able to open and edit without any notice that the file is read only, so much so, that teh second user saves teh file (in thsi case a .xls file and teh original user, then tries to save the file and gets an input error message, instead of the second user getting a "Read only" toolbar. Is this a bug?
