Cell References with $ in Conditional Formatting incorrectly updated when rows are inserted or deleted

If new rows are added, or rows deleted, above a region of the spreadsheet containing conditional formatting with dollar signs... the cell references in the conditional formatting do not stay in sync with the new locations of the cells they were intended to reference. Let conditional formatting in cell B4 be "B$3<=$A4". If row 1 of the spreadsheet is deleted, cell B4 is now referenced as B3, and its conditional formatting changes to "B$3<=$A3". But it should change to "B$2<=$A3". (The dollar signs should not prevent any cell references from being updated in this case.)

I checked with "Ooo-dev 3.0.0 Beta Multilingual version German UI WIN XP: [300m29 (Build9339)]" and can confirm the reported effect. Same with 1.1.4 and 3.0.0 beta (m29). I agree, that is unexpected: A cell reference "=$C$10" will be modified to "=$C$9" if row 1 will be deleted, but the reference for conditional formatting will not be updated. Bug? Feature? I can't decide that, but as mentioned, for me that is unexpected.
