To reproduce:
Hyperlink->mail & news->E-mail->Subject, input "test@test.com" in Receiver box 
and "%" to Subject box, then ok.

Result: mailto:test@test.com?subject=%25

Expectation: mailto:test@test.com?subject=%
without 25.

In ASCII, 25 stands for %

This conforms to RFC 2368 and is correct behavior, a "%" percent sign starts an
escaped encoding and as such must be encoded itself. See also
http://tools.ietf.org/html/rfc2368 and http://tools.ietf.org/html/rfc1738 and
related.
