Scenario: 
User A asks a question in a forum or on a mailing list. 
User B knows that the answer is on a certain Help page.
Currently, user B has to describe how to get to that page :-(
Better would be, user B browses to the Help page in Help Viewer, clicks an icon
"Copy URL", and pastes that URL to the answer.
User A and every other user with an installed OOo Help can click the link in the
Mail or Web Browser program. The installed Help opens with the page given in the
URL.

Currently, when you copy an internal Help link, you get something like this:
vnd.sun.star.help://swriter/text/swriter/01/02110100.xhp?Language=en-US&System=WIN&UseDB=no&DbPAR=swriter
When pasted into a Writer doc and clicked, you get a Writer/Web html rendition
of the Help page.
When clicked in a web browser, you get a message that this protocol is not known
to your OS.

The URL should optionally be simplified, so that user B can send the URL from a
Mac system to user B who has a Windows system. Or user A has an English version
of OOo, while user B has a German version, and the URL still works. Currently a
shortened URL does not work.
