When I change the distance to border in the format cells window press ok then 
reopen and press ok the distance is reset to 0.04.

The steps I took to produce bug:

1) create new Impress document.
2) insert table to blank slide
3) click table properties button on table toolbar
4) change value and uncheck Synchronize
5) press ok
6) reopen window with button
7) change nothing and press ok

The values change back to the default.
