The hard space (Ctrl+Space) does not have the same width as an ordinary soft
space, when a paragraph is justified. When the paragraph is justified, the width
of each space is altered to make it “add upâ€, but this doesn’t apply to hard
spaces, while it should.

I think, that the current behavior is correct. Non-break spaces are uses with
quotations marks in French and for to connect number and unit. In both cases it
would be wrong to expand the space.

But the problem is already tracked in issue 23333.
