Hard spaces should be same width as soft spaces in justified paragraphs

The hard space (Ctrl+Space) does not have the same width as an ordinary soft space, when a paragraph is justified. When the paragraph is justified, the width of each space is altered to make it “add upâ€, but this doesn’t apply to hard spaces, while it should.
I think, that the current behavior is correct. Non-break spaces are uses with quotations marks in French and for to connect number and unit. In both cases it would be wrong to expand the space.
