If open punctuation mark follow by Thai text, OpenOffice.org will allow the line
to be broken after  the open punctuation mark.

This test case breaks LB14 in
http://www.unicode.org/reports/tr14/#TailorableBreakingRules

The current implement seems to allow break before string of Thai characters,
even in non-break positions in UAX #14.

please attach test-cases as editable document, not only as screenshot This will
make it much easier to process the issue.

PS: jpg for screenshots is low-quality. png or gif will provide better quality
(lossless, with often even smaller filesize)

I've tested this issue on several installation of OOo 3.0.x and 3.1.
The result is that the bug are reproducible on OOo 3.0.x but
not anymore on OOo 3.1.

It seems that this bug is fixed along the way from 3.0 to 3.1, 
maybe thru an upgrade of ICU. So I'll close this bug.
