OpenOffice.org allow line to be broken after non-breaking characters

If open punctuation mark follow by Thai text, OpenOffice.org will allow the line to be broken after the open punctuation mark.

This test case breaks LB14 in http://www.unicode.org/reports/tr14/#TailorableBreakingRules The current implement seems to allow break before string of Thai characters, even in non-break positions in UAX #14.

I've tested this issue on several installation of OOo 3.0.x and 3.1. The result is that the bug are reproducible on OOo 3.0.x but not anymore on OOo 3.1. It seems that this bug is fixed along the way from 3.0 to 3.1, maybe thru an upgrade of ICU. So I'll close this bug.
