Microsoft did first step to provide authoring tool - "Article Authoring Add-in 
for Microsoft Office Word 2007" -

Since Open Office support XSLT 2.0 - here great opportunity to do something 
similar to it, even better.

Anyone can help me with scripting? Is here something new in scripting after 
Andrew Pitonyak book "OpenOffice.org Macros Explained" published?

http://dtd.nlm.nih.gov/publishing/tag-library/2.3/ - i guess support of this 
format can be as MUST HAVE status

by the way - microsoft have even dedicated postbox for this purpose - stmpubs at 
....M$.com

also i checked this MS tool - here many things to do so Sun have some additional 
time to be first in this area

Well, OOo is a WYSIWYG application. Using it as an XML authoring tools is an
interesting and frequently requested idea, but very difficult to implement with
a good user experience.

Please note however that OOo has an XForms feature that allows to use XML
instances within a document, and that ODF 1.2 has a new RDF based metadata
feature, that will provide additional options in future OOo versions.
