Having multiple Documents open, switching document windows through Key [cmd]-[<]
doesn't work, if a toolbar window is open.

For example, I have a document where I have selected a line with a bullet. The
"Bullets and Numbering" toolbar window is open, so switching to another document
window doesn't work. If I close the toolbar window, it works. Unfortunately, if
I switch to the first document window, the "Bullets and Numbering" toolbar
window opens again...

Yep, the cycle ends with the first document having such a toolbar open.
Reproduction:
- New Writer document, write something, make it a bulleted list 
-> The Bullets and numbering toolbar opens
- Open a Draw document, insert a rectangle, keep the selected object
- Open a Spreadsheet document
- Now use the shortcut mentioned above.
-> You can only switch once to either the Draw or Writer document but you cannot
cycle through all three documents.

Note that in Draw the presence of the Drawing toolbar is sufficient to block
windo switching.
