Menus: function placement in menus not solved optimally

for example "navigator" is in edit, "Stylist" is in "Format" (OOo 1.0.0 german) see also issue 7379 and issue 8268 perhaps the function placement should be thought about.
while both are designed for the tasks the menu name implies, they are not an attribute which can be changed (which is the reason for placing it in these categories?), so they should be in a menu like "show": Show->navigator ->Stylist etc.

Hello Matthias, as you are working on restructuring some menu, please take this issue also into account, as those two PIs indeed are not in the expected menu. Suggestion: It can be integrated into the Tools menu or perhaps in a further one. Because you are deciding in that area, I set this one to your owner.
