The dutch speaking part of Belgium officially uses exactly the same dictionary
as the Netherlands. The current nl_NL dictionary should also represent the nl_BE
locale.
In the past this was easily solved by editing the dictionary.lst, but as of OOo
3 with dictionary extensions, I would not know how to link the nl_BE locale to
the same dictionary as the nl_NL locale. But the best solution ofcourse would be
that the nl version of OOo shipped with both nl_NL and nl_BE locales pointing to
the same dictionary. 
Officially both are the same language using the same spelling and grammatics.

I adapted my dict_nl.oxt file (see attachments description.xml and
dictionaries.xcu) to include the nl_BE locale, using the same dictionaries as
the nl_NL locale. Not sure this is the to do it, but it works for me.

Maybe Surinam should be included too, since I've read they use the same official
spelling?
