When Frames (usually containing pictures) are anchored "to Character," they slip
in "front" of the text when I alter formatting parallel the frame (usually by
changing the text on that page). Changing text before the frame causes it to
reformat itself correctly (i.e., with text wrapped around it), as does changing
the wrap type (from parallel to left, for example).

'I did not manage to trigger the described misbehavior. Maybe the text has to be
changed in a special position? I tried to add text right of the frame on page 2.

I've just replicated the effect in the downloaded file by hitting return
(putting in a paragraph break) before "That paradox" at the end of the first
page, and then hitting backspace twice (i.e., once to eliminate the first-line
indent, and a second time to rejoin the previous paragraph). I've replicated the
effect on both a Windows and an OS X platform. 

I'm re-opening the issue.

The issue is not reproducable on PC WinXP with DEV300m37.

I've just reproduced the effect, using the instructions I put in the last
message, on OO 3.0 (300mp, Build 9358). The file is attached. 

Just because you can't reproduce it, please do not claim it is unreproducible.
This is why the passive voice kills technical writing.

MRU->OD: open the attached document, at the end of page 1 place cursor before
"The paradox..." and create a page break. Now trigger Undo -> the text now flows
below the object at the beginning of page two.
