Repro:
1. In blank spresheet, in A1 type random text in uppercase.
2. Select A1:A2, Format - Merge Cells - Merge Cells.
3. Format - Change Case - Lower Case - you get lowercased text in input line, 
but uppercased in cell (see attached screenshot).
4. Press Ctrl-Shit-R to repain the screen - now you get expected result.
Apparently only first cell is repainted.
