The defect can be easily reproduced opening a spreadsheet and filling the first
100 rows of the first column with numbers. When deleting row 14 to 78 the cursor
jumps back to row 14, but the screen does not scroll back to row 14.

Can confirm with OOO300m9.

Same is true when deleting columns.

Active cell is not visible after deleting a cell range that exceeds the height
or width of the screen.
