officecfg labels.xcu introduce billion of german strings as en-US like:

<value xml:lang="en-US">LP710 Postkarte bedruckt</value>

Please remove or translate them to English

->ihi: I can't remove them because the entries should be translatable and I
cannot translate them because I don't know if they exist in a English version
(these are product names). 

Prior to the change the names were in German anyway. I can't see a reason for
the target.

Oliver ... do you really want that 120+ translation teams are forced to
translate "LP710 Postkarte bedruckt" into their language?!?!?!? 

Source strings have to be English. Why are those product names of a German
product translate able at all ? It doesn't make any sense to translate them ....

So please remove the xml:lang="en-US"

->ihi: The entries have been changed to implement issue 96791. English names are
not available. 
If I remove the change then localized names are impossible even if localized
names are available for any other locale. 

I consider it a bug that our code does not support strings with a different
source locale like in this case German.

I beg pardon, but should this mean, that every country where some unique labels
are produced, should push these names into oo.o source code with their locale as
source locale?
Maybe this were something for an extension?

Oliver, can you please move the Labels.xcu will into a extension ASAP? The
lables cause a high word count (~6,500 words) in all languages and not all
languages see a real value add in localizing German labels. Thx!

Oliver, once Ivo is back, can you please look into an alternative solution that
allows xcu-files in non [en-US} strings which
will not go though the translation process (and will not therefore impact the
teams for which there is no value add in translating all these labels)? After
having taking a closer look at the issue it seems that an extension is not a
real solution.

Each entry in the labels.xcu file needs an additional line like this:
<value xml:lang="x-no-translate">true</value>
