The document at the URL above hangs OpenOffice when I double-click it or when I use File->Open from within OpenOffice Writer.  'Importing 
Document...' appears on the status bar and the progress bar goes from 0 to 100 percent and then disappears, but after that the window stays blank 
and I get an eternal wait cursor. 

For comparison, there is a pdf version at:
http://www.washington.edu/admin/hr/uwjobs/forms/psdf.pdf
I'm not sure whether the doc and pdf versions are exactly the same, as I don't have any program that can open the doc version .
