[Steps]
1. Create a Impress doc, and apply the "Title Slide" layout.
2. Input some words in the text field, then select the "Title, Text" layout and
apply on this slide.

[Result]
The "Bullets and Numbering" dose not appear before the paragraph in text field.

[Expectation]
The "Bullets and Numbering" can be added before the paragraph after layout switch.

Reproducible. The text misses the bullets that are shown in the layout preview.
Also the text formatting toolbar is not shown. Deselecting and selecting the
textbox again brings up the toolbar and bullets can be assigned.

Reset assigne to the default "issues@openoffice.apache.org".
