[Steps]
1. Open Writer or Calc
2. Press the arrow at the right side of the Formatting bar to pop-up a drop-down
menu, select "Visible Buttons" -> "Right-To-Left"

[Result]
The "Right-To-Left" button is still invisible. And "Left-To-Right" button has
the same problem.

[Expectation]
The two buttons can be visible.

You have to enable CTL support in Tools > Options > Language Settings >
Languages, see application help, chapter "Formatting Bar" in Writer-help.
