Can reproduce it with DEV300m37 on WinXP.

How to reproduce it 
1 Open a new document, like Writer Calc Drawing
2 Insert - Hyperlink, Hyperlink dialog displays, choose 'Document' at the left
  of dialog, click 'Open File' button on the right of Path, 'Open' dialog opens,
  select MS *.ppt document and Open
3 Click button 'Target in Document', 'Target in Document' dialog opens, select
  one slide e.g. slide 2 in the slide list, click Apply and Close on dialog 
  'Target in Document', click Apply and Close on dialog Hyperlink
4 Click the link just inserted

Result
Can't find the file '..\*.ppt\slide 2'

Expectation
Can open the hyperlink
