The German spelling dictonary is missing from the German language pack.
(http://ftp.linux.cz/pub/localization/OpenOffice.org/3.0.1/OOo_3.0.1_native_Win32X86_langpacks/OOo_3.0.1_090115_Win32Intel_langpack_de.exe)

The problem also affects our own Linux builds.

maybe you could comment on issue 92147, why it is usefull to have dictionaries
included in language packs
