Encoded text export should be able to recognize if characters cannot be exported to a certain codepage

If text is opened as "encoded text" and then some characters that don't belong to that codepage are added, they become question marks upon save. It would be much better to show warning message that text contains characters that can't be saved, so user can choose appropriate encoding or format. Even simple application such as Windows Notepad has this feature.

I have attached a file in UTF-8. Now, if you try to save it as encoded text and choose east European encoding, you will get question marks in second line. If you choose cyrillic, question marks will appear in a first line.
This is a request for enhancement. Writer should be able to recognize characters which are currently not available in a chosen codepage.
