Apple Human Interface Guidelines: The Keyboard: 

Moving the insertion point with the arrow keys

In tables in Writer, these actions fail.

More accurately: 

• a move of the insertion point (sometimes correct)

— coincides with:

• a change in height of a row (always wrong).

When there is a blank line between multiple paragraphs in a single cell, 
and when the insertion point is in the 
midst of a paragraph that precedes a blank line, then 
alt-down in OOo moves the insertion point:

• first, to the end of the paragraph (correct)

• next, to the blank line (wrong).

Comparing with other applications, the correctness/wrongness is debatable. 

Below, the feedback that I have offered to Apple with reference to their guideline:

This guideline is inconsistent with behaviour in various Apple applications. Considering the three 
paragraphs below (the second of which is a blank line that includes a tabulated space) —

— an insertion point in the midst of the first Lorem ipsum text is moved, by successive alt-down key 
combinations: 

• first, to the end of that paragraph (correct)
• next, to the blank line (contradicts Apple guidelines). 

This behaviour is remarkable in various applications including but not limited to Mail, Safari and 
TextEdit so it seems that the guideline is open to misinterpretation.

In tables, the alt-arrow combination should change the table row height and
never work as cursor move. This is incorrect in the Mac implementation.

MRU->OS: the Alt-cursor key does both on MAC OS; it changes table row height and
moves the cursor simultaneously.

To clarify, on Mac OS X: 

* neither alt-up nor alt-down should change the row height

* alt-up and alt-down should move the cursor 

* when a blank line exists between multiple paragraphs, the point to which the cursor *should* move is 
(comparing Apple applications with Apple Guidelines) not 100% clear.

Summary line of this issue is edited accordingly:
