This issue is related to 98686.

Description:
1) open the attached document
2) "Window - New window"
3) place the two views of the same document side by side as shown in the 
screenshot

Now, play with zoom layout options and zoom slider at the inferior corner.

These commands will affect both windows when then should affect only one.
