I installed "OOo_3.1.1rc2_20090820_Win32Intel_langpack_ar.exe" and did some own
tests. 

Result: All words "Page" in UI are written in the same way as the word
complained by the reporter. 

@reporter:
Please explain what in "scrambled_text.png" is the "wrong" text, why do you
think that it's wrong, how did you create the page information in the page
(footer?)  ..., and all this if possible n a way that it can be understood
without Arabic language knowledge.
