If I validate an XSD file via the file= attribute, it works, but if I try and
validate a fileset, I get a "cannot find the declaration of element" message
that implies the parser is only set up for DTD validation, and not schema.

Probably for the same reason as Bug 32719 - parser initialization seems to work
only for the first file.
