When trying to install 2.28 under Windows XP SP3 the install errors without really starting with the following:
Internal Error 2715. apr_ldap-1.dll

In the end I downloaded 2.2.8 from archives and that works fine so looks like something was broken in the 2.2.9.

Also not 2.2.9 is no in the Versions list for bug selection.

Already fixed, obtain the -r2.msi package instead.

We were slow to add 2.2.9, sorry about that.
