If app is configured in server.xml like this:

In Tomcat Manager, on the application list, there is a button "Expire
sessions"  available only for "/manager" application.
There is no button "Expire sessions" for "/" path.

I think bug is in HTMLManagerServlet.java in this part:

Thanks for the report.

This has been fixed in 7.0.x and will be included in 7.0.13 onwards.

The fix has also been proposed for 6.0.x.
