I have a Test Plan configured with:
jmeter.save.saveservice.sample_count=true

When reading back a CSV file, SampleResult#getTime() always returns 0, as it's in fact a StatisticalSampleResult build using deprecated constructor in CSVSaveService#makeResultFromDelimitedString.

This has the following impacts for example:
- Using Aggregate Graph all bars show 0 as response time
- In new Response Time Graph all response times are equal to 0
