File bin/cpappend.bat seems to be needless. It is not called from any other script in bin/ directory. I assume it was used as a helper script to create classpath dynamically, but that is not necessery any more.

It seems that cpappend.bat was called in jasper.bat in 5.5.x series. It is not used anymore in 6.0.x and later.

Done in trunk by r1572574 . This change will be in 8.0.4.

Fixed in 7.0.x for 7.0.53 onwards.
