Hi everybody
I installed new xammp with apache 2.4.16.
After working some days, i found out that the URL with character of "مم" redirected to 404 error.

look at please link 
http://razavitv.aqr.ir/index/معصومه 
or 
http://razavitv.aqr.ir/index/امام

You can test this on your local apache server.

Why wouldn't it? What's logged and what exists in the filesystem?
