The fix for bug 43548 in Tomcat 7.0.96 [1] that added a reference to tomcat-users.xsd schema to the default tomcat-users.xml file is incomplete:

The file conf/tomcat-users.xsd is missing from binary packages of a Tomcat release build.

- The file is missing from any of binary packages:
apache-tomcat-7.0.96.zip
apache-tomcat-7.0.96-windows-x64.zip
apache-tomcat-7.0.96-windows-x86.zip
apache-tomcat-7.0.96.tar.gz

- The file is not installed by the installer for Microsoft Windows
apache-tomcat-7.0.96.exe

WORKAROUND

The schema file is present in source packages (in both of .zip and .tar.gz ones, so that it can be taken from there.

Thanks for the report. I've fixed this for 7.0.97 onwards.
