User can change position of items in a Palette category. User can use "Order by
Item Name" action from popup menu, but after this, there is no way back. There
is no something like "Custom order", "Order by importance" or "Order by Netbeans
guys". User can only reset ALL CATEGORIES AT ONCE in Palette manager, and this
is very user unfriendly.

Seems more like a request for enhancement than a defect.
