1. Set "External Browser (Windows)" as browser used for executing JSP.
2. Set IEXPLORE as DDE Server property for "External Browser (Windows)".
3. Execute some JSP.
4. Change DDE Server property to NETSCAPE.
5. Execute JSP. IExplorer is still used.

Same for Command Line extbrowser for changing Process property.

Note that this also applies to External Browsers (Unix) when chaning the 
executable browser setting.

Fixed in main trunk and pilsen_fcs (bug 12419)
