Netbeans build 20010817

Steps to reproduce:
-------------------
It appears after every start of NB

1. Start NB
2. Go to Debugger window
3. Just Classes tab appears correctly (with icon and label)
   the others has neither icon nor label

Bad order of tabs should be also pointed out.

Workaround exists

Bring tabs to life
1. Close the Debugger window
2. Open it again

But the order of tabs is not affected by this action anyway

Looks better for RH6.2, just badly sorted tabs but they have icons and
labels
even rightly sorted tabs after restart of Debugger window
