I have installed a fresh (2009-05-22) 6.7 beta on i386 ubuntu 9.4.
Then I did want to install the Scala Plugins.
Errormessage: The plugin External Execution .. is required >= 1.9.1. Your current is 1.14.1...

The error message was improved in Issue 164263.
The dependecies are controled by the module owner and afaik were updated for NB 6.7.
