ship the joda time library(http://joda-time.sourceforge.net/) with the IDE. 

Proven, Apache 2.0 license and infrequently updated.

Why is anything added to netbeans?  For convenience.  The date/time support in the JDK, e.g., calendars are horrible.  
This library is extremely popular and infrequently updated.
