Summary:

Minimized windows such as "Project", "Services", "Files", "Output", "Tasks", etc. can not be moved unless they are in the first position.

Steps To Duplicate:

1. Start NetBeans
2. If not already in view, enable the following windows: "Projects", "Services" and "Files".
3. If not already, pin the windows open so that they are not minimized.
4. Minimize "Projects", then "Services" then "Files" windows. Observe that the windows are minimized to the left hand margin in the sequence "Projects", 
"Sevices" and "Files".
5. Click on and drag "Projects" away from the margin, then drop back onto the margin. Observe that it is appended to the bottom. 
6. Again, click on and attempt to drag "Projects" away from the margin again. Observe that you can not drag "Projects" away from the margin.
7. Confirm that you can only drag the item at the window in the top position away from the margin.
