Currently, creating a new database is not a very straightforward operation. It is available only from one place in the
UI; there are many more places in the workflow where it would be useful to be able to create a database.

For example: 
1. The New Connection dialog (Databases node -> New Connection...) should have the ability to create a new database
2. In the SQL editor, the connection selection combo box should have a "create database" option (or at least a "create a
connection" option).
3. There should be a Run action on SQL files (see issue 71231), which should allow to run the SQL file not only on
existing connection, but should allow to create new connections and databases.

If case 1 is covered, then cases 2 and 3 can be addressed by just adding a "new connection" option to these places.
