[dev nov 17] If compilation of a Java source (I use Jikes) produces
exactly one error message, neither Next Error nor Previous Error are
enabled (in the Build menu or as F12/S-F12). If more than one error is
produced, pressing F12 for the first time jumps to the second error.
You must then press S-F12 to go back to the first.

Currently as designed - First error is accessible via Enter key.

However, there are opinions, similar like this, so I'm marking it as 
duplicate of #17005.
