Completion for packages doesn't work in tag file

Steps to reproduce:
1. Type <%@tag import="|"%> in tag file (*.tag) and press CTRL+Space.
2. Four root packages should be offered initially: com , java , javax and org. Nothing is offered

Also completion doesn't work for when I type 
<% response.
,after "." the code completion offers nothing

The same happens on jspf and tagf files
