All actions you are asking for are locate in main menu. Of course they are. And one of them is in the toolbar as well. Not very hard. yet, when one's eye is looking at the text "No Projects Open", it would make life one tiny bit easier if I didn't have to look somewhere else for the way to solve it. I'm not saying this is an important feature. just a small quality detail. These actions are also available in the context menu in the Projects tab. And in the welcome screen. But yes, buttons for New Project and Open Project, and maybe a list of links for recently open projects, could be added to the Projects tab when it would otherwise be empty.
