eg. Update command is set by default (by vcsgeneric module) using those swithes:
-d -P and doesn't use .cvsrc file

I think it should prepare/preset possible command options reading the .cvsrc file
(and then dissable use of .cvsrc file for a command).

In this way it is solved in JavaCVS module.

Once we allow users to mess with cvs switches this would be nice to have.
