This bug was originally marked as duplicate of bug 209400, that is already resolved. This bug is still valid, so this seems to be another bug, but it might be related.

GUEST: Initiate shutdown for started Oracle WebLogic Server

GUEST: Right click on "Oracle Weblogic Server" node and choose "Properties" from the menu.  Nothing happens - the properties window just does not show up.
