Please refer to the screenshot.

On option dialog of Java project,

"(To run and debug the application with Java Web Start, first enable Java Web Start) "

is not fully displayed in Japanese.

I tried it on Windows but it does not happen.
It seems that it happens on Linux/Solaris.

this bug has been filed by WPTG in internal BugDB,

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
