Open IDE and Deploy or Run single project few times and then close the IDE. You will be given confirmation dialog about "Exiting IDE will terminate the following processes:" and run and deploy will be there several times. See the attached screenshot. Was this an intentional change? It does not look like that to me and so it must be a regression somewhere. I'm not sure where though? Is it server infrastructure or GF plugin or Web Projects or external execution? There were no changes I'm aware of on Web Project side so next candidate is server plugins infrastructure.
