We require to change default selected state of the filters based on the find usages properties set by the user, currently addFilters is called before user specify anything, so we have select/deselect filters in enableFilters. Unfortunately there is no way to select/deselect existing filters in FiltersDescription, so we add Filters in enableFilters. It seems that this approach does not work. Looking at the code from CsmWhereUsedQueryPlugin.java, it is not clear to me why you want to solve it like this. If there is a clear scenario where this the only reasonable way to go, please file a separate rfe to add this functionality.
