1. Goto View>>Code Folds>>Expand Fold Tree
2. Ctrl+Alt+Plus does not work on Windows 7.

Workaround: Use Ctrl+MULTIPLY(Keypad) or change alt mapping to Ctrl+Alt+ADD(Keypad).

it probably should be Ctrl-Alt-Add

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.

By default Ctrl+Alt+PLUS is mapped to Expand Fold Tree, it should be Ctrl+Alt+MULTIPLY (keypad).

Workaround: Remap defalut to Ctrl+Alt+MULTIPLY (keypad)
