"Customize Toolbars" menu

right click on toolbar -> "Customize".
Nor icons neither descriptions appeared.

Valid also for 7.3. but gun after several IDE restarts. Applies to mentioned IDE versions and Ubuntu 10 as well.

The same bug exist in NetBeans IDE 8.0 (Build 201403101706)
