Please try following:
 - run full NetBeans distribution with clean user and cache dir
 - invoke New Project wizard, select Java Web | Web Application

=> modules for java.web are being activated and during this process notification about changelog of WildFly JEE plugin is displayed.

Could you please change it so the WildFly plugin notification is displayed only when this plugin is actually used by user? It is a bit strange (imo) to see notification from plugin in this moment, when users might not actually use this plugin at all.

This notification pops up on the first loading of the module.
This behaviour might change because of : https://netbeans.org/bugzilla/show_bug.cgi?id=245507

Notification happens on the first use of the plugin.
